Prior to the 1964 Winter Olympics, which also counted as the World and European championships, it was determined that there would be a spot allocated for an Asia-Oceanic representative, either Japan or Australia. At the Australian Club Championships on October 8th 1963, the Australian association decided to send a team to the qualification round in Japan.
