BORN IN 1968 IN ONTARIO, CANADA, Jeff Scott has officiated 135 international ice hockey games at 29 International Ice Hockey Federation (IIHF) tournaments since late 1994. After earning a Bachelor of Mathematics from the University of Waterloo, the Canadian relocated to Australia, where he resumed ice hockey in 1993. By June 2026, he had officiated 450 national league games, including 15 Grand Finals from since the League began in 2000, and was the first Australian to referee the Tournoi International de Hockey Pee-Wee de Québec (2023–2026).
In 1993–94, the national association appointed Scott to manage rules and officiating, and then national referee in chief from 1994 to 2000. After earning a Financial Planning Diploma from Deakin University, he went on to earn a Master of Arts in Sports Psychology, a Master of Education, and a Master of Taxation from the University of Technology in Sydney. In 2019, he completed a PhD in Taxation from the University of New South Wales.
During that time, 2016 until 2019, Scott served as the national assistant referee in chief. Since coming to Australia, he has worked as an officiating coach, instructor, and game official. In 2021–2022, he was a member of the National Officiating Performance Steering Committee. Elected a Life Member by both his state and national associations in 2012 and 2016, respectively, Scott was named state referee in chief in 2024.
Jeffrey Scott’s ice hockey career has now entered a fifth decade. The ‘B’ License international referee says officiating ice hockey is his professional hobby. "I referee at all levels, from under-10s to the Australian semi-professional league. I’ve also refereed 135 international games for the International Ice Hockey Federation.” Scott has sponsored the officiating prize for his state organisation since 2007. Each year a new official is awarded the trophy and a $1,000 cheque for ice hockey referee gear or educational training materials.

1. International Referees and Linesmen are licensed in the categories A, B and/or C, as follows:
‘A’ Licence: Top IIHF Championship competitions of Men, Women, Men U20, Men under 18 and Women U18, (WM, WW, WM20 and WM18, WW18) Olympic Winter Games Final Qualifications, Olympic Winter Games, Euro Hockey Tour, or any other international competition as specified by the IIHF.
‘B’ Licence: All other IIHF Championships or competitions, Olympic Winter Games Preliminary Qualifications and all international games involving a national team in the categories of Men, Women, Men U20, Men U18 and Women U18.
‘C’ Licence: All senior international club team games and all international games involving national teams not specified above.
